New Cities: Skyline 2 update reduces homelessness and makes it easier to track, alongside new difficulty modesMar 18, 2025 - Rock, Paper, ShotgunCities: Skylines 2 has a new patch that makes a raft of changes to the Paradox city builder's UI and systems such as traffic and garbage, while adding two new Easy and Normal difficulty modes and ten 'birthday parks' to celebrate the first game's 10 year anniversary. The developers have also made some "quality-of-life improvements related to homelessness". That's "quality-of-life" in the vacuum-sealed software development sense of the simulation being nicer to operate, rather than quality of life in the sense of having a roof over your head. I would probably have gone with some slightly less dystopian phrasing, Colossal Order. Patch 1.2.5f1 arrives with A bunch of new parks that we mentioned briefly in the Anniversary Announcement on the 10th, but it also contains many fixes! Let’s jump in! This patch includes several quality-of-life improvements related to homelessness: Homelessness statistic Homelessness added to Population Info View Homeless households visible and selectable in parks’ Selected Info Panel Improvements to when citizens move out to reduce homelessness These changes make it easier to track homelessness, find homeless populations in your city, and check the situation for individual homeless citizens. If the homeless in your city are generally employed, they simply need affordable housing. If they are also unemployed, they will need jobs suitable for their education level before they can leave the homeless status behind. Additionally, we have improved the logic behind newly adult citizens moving out of their childhood homes. Previously, they would move out immediately once they reached adulthood, and if no affordable homes were available, they would become homeless. Now, they will stay with their parents until certain conditions are met: Newly adult citizens need a job before moving out. They contribute to the household’s wealth until the household can afford to provide them with starting money, giving them a better chance to start a new life on their own. They check if there are available homes in the city before moving out. If there are not enough homes available in the city, they may choose to move out of the city and become commuters. Commuters can and often will move to the city when housing becomes available. 1.2.5f1 Patch Notes Known issues: Crime accumulation fixes might require more police force in existing cities and for efficient crime handling the need to assign police to districts. Industrial and Office zone tax income has lowered following a bug fix that deducts wages from untaxed income. If office zones struggle to be profitable, then make sure they have enough highly educated workforce available. However, despite these advancements, we have more things we need to address before we reach the level of quality and the experience we want for you as our players. We know many of you are eagerly awaiting the console release, but to set expectations clearly: we will not have a release before summer. We want to avoid any premature estimates and instead commit to providing you with reliable information when we’re closer to a launch-ready state. Our goal remains unchanged: to bring Cities: Skylines II to console in the best possible shape. Asset Editor The implementation of the Asset Editor has proven more technically challenging than initially anticipated due to the hefty amounts of built-in assets affected by the changes, but it is moving forward. Our focus is currently on removing Unity dependencies so we can provide a smoother, more responsive, and more reliable loading of the assets - both during loading screens and when changing playsets in Paradox Mods UI. Without this, the game freezes for extended periods of time and can become unstable. We want to support subscriptions to large amounts of assets with minimal performance side effects. We are also making the importing and baking of assets more asynchronous to reduce identifier conflicts with serialization. Assets created on different machines can easily cause these, resulting in the game getting confused about what assets it is actually trying to load. Rest assured that we’re committed to solving these challenges, and our dedicated team is actively making progress to overcome them. As I will be writing the final two dev diaries for both the Southwest and Northeast packs, you may notice some content overlap between them. Our primary team for the Southwest Pack consists of Badi_dea, BadPeanut, Bsquiklehausen, Darf, Gèze, Gruny, King Leno, and Smilies. Badi_dea You will know Badi_dea from various community projects, particularly their game-changing Parking Lot Roads, which allowed us to create realistic parking options. Alongside a wealth of clever, network-based assets, Badi_dea also worked on industrial assets, such as the oil refinery collaboration with other well-known community creators. BadPeanut You all know me from my various train stations, stadiums, and vehicles released over the years on my workshop for Cities: Skylines, as well as the two Content Creator Packs I released: Train Stations and Sports Venues. Bsquiklehausen Needing no introduction (but getting one anyway!), Bsquiklehausen is renowned for creating highly detailed, transit-related models, typically inspired by real-life American infrastructure. In 2022, they created the epic Content Creator Pack Vehicles of the World, which featured an impressive array of vehicles. Bsquiklehausen narrates the trailers for both of the USA Region Packs and maintains a YouTube channel dedicated to Cities: Skylines, transportation, and the occasional Lego video! Darf Darf’s contributions to the Cities: Skylines community focuses on creating extremely accurate and highly detailed buildings, often based on real examples from the United States. Whether you are recreating a bustling downtown or a historic city center, Darf has you covered. Gèze You will know Gèze most recently from their outstanding work on the French Pack. They are back with us to work on the Southwest pack, and we are incredibly grateful for it! Gèze’s attention to detail, accuracy, and passion for architecture are put to great use. Gèze also created the Seaside Resorts pack in 2022, filled with heritage-style buildings from the United States. Gruny Also, fresh off the French Pack, Gruny has likely already impressed you. The game allows zoned buildings to have multiple levels, aligning perfectly with our goal to represent different eras of residential developments. With this in mind, we created 2000s high-rise apartments and modern luxury condos that have become popular in recent years. As buildings upgrade, they reflect the evolving pulse of your city, showcasing its growth and modernization. Additionally, modern reinterpretations of traditional architecture have become a major trend in today’s Chinese urban design, particularly in public service buildings and educational institutions. Welcome to the development diary of the Eastern European Pack for Cities: Skylines II! I’m Alex_BY, one of the first modders of Cities: Skylines. Today, I’ll tell you a bit about how we worked on this vast building pack and the concept behind it.​ You can download the Easter European Pack here: https://mods.paradoxplaza.com/mods/98960/Windows Concept and Inspiration​ What’s the first thing that comes to mind when you hear the phrase “Eastern Europe”? Depending on what you’ve seen in pop culture or what you’ve read, you might have thought that it looks something like this: {STEAM_CLAN_IMAGE}/43753943/d43fb14c6abe739d5fdd57063a93ec89292b3753.png A frame from “Eurotrip” (2004).​ And, I must say, there’s some truth to that! Although, in reality, things are (usually) not that bad. First, the pack was going to be really huge. My reference file alone was almost 1.5 GB. {STEAM_CLAN_IMAGE}/43753943/d67193395789cf9244c4ab211964451b40de62ff.png The PureRef doc is where we collected our main references.​ The things I focused on included the following: A bunch of low-rent buildings. All the residential Medium and High Density, as well as Mixed Density. Low Density Commercial A big part of service buildings. Known issues: Due to the changes to the death probability, cities with many seniors may experience an increase in unemployment as all seniors have been made younger to maintain the population and avoid a huge increase in the death rate. As some of them reenter the workforce (some will be early to mid-range seniors and stay retired), unemployment may rise depending on the job situation in the city. The amount of seniors in the city is expected to drop very low, but as the population ages and the new death probability calculations take effect, it will stabilize at a more reasonable level than previously. You can read the full Patch Notes here. With 8 new roads and the new Traffic Routes feature, improving traffic in your city just got easier. The new Parking Lots, Halls, and Roads bring new and more flexible ways to offer your citizens parking downtown, while the new cul-de-sac variations bring a touch of realism to your suburbs. And last but not least, the Line Tool and Roadside Tree Selector allow for new ways to decorate the city, alongside the 10 Pocket Parks that fit just about anywhere. So without further ado, let’s dig into the details. REDIRECTING TRAFFIC​ Managing traffic flow is part of managing a successful city, but it can be hard to determine where traffic is headed and how to improve your city to lighten it. That’s where Traffic Routes come in. When you select any vehicle, pedestrian, road, or building, you will see the Toggle Traffic Routes button in the Selected Info Panel. When toggled on, routes are displayed for the selected item and stay on until you turn it off again. Routes are split into traffic types: Road, Water, Air, Rail, and Pedestrian, each with its own color to distinguish easily between them. Speaking of adjustments to the road network, we have 8 new roads to choose from. Starting at the smaller end of the spectrum we have 3 new one-tile-wide one-way roads with a familiar feel. Whether you’re building rural roads or trying to save money, the One-Way Gravel Road is there to help you direct traffic. Or you can go with its paved relative and use the One-Way Alley for those small city streets. Both of these have roadside parking spaces so your citizens have a place to park. But if you’re building for pedestrians and not cars, you may very well be more interested in the new Small Pedestrian Street. Welcome to this week’s Developer Diary. I’m stop it D, and I’ll be getting into the Japanese Region Pack. Kaminogi, Koma, and I have put together something we think you’ll enjoy. Here’s a peek behind the scenes and some reflections on the process that aspiring Cities: Skylines II asset makers may find helpful. Concept and Inspiration With a project like this, the first thing we need to define is the scope. What exactly are we going for here? There are a lot of different routes we could have gone. This region pack should serve as a starter pack for Japanese content. Our hope is that it can stand on its own as a playable pack and also as the base of a collection for detailers that will be supplemented by mod assets on Paradox Mods when they become available. Where we chose to focus our attention was decided by balancing different factors: Base Game mechanics. Some game limitations don’t always square with how buildings are used or designed in real life, especially in Japan. For example, minimum lot sizes for low-density residential areas are 2x2 grid sizes. However, a large percentage of Japanese single-family housing is roughly 8m x 8m (1x1 grid size). How do you resolve this? Importance. How necessary is this kind of building when creating a functional and convincing Japanese city? Is it close enough? Will the base game buildings stick out, or do they fit the style adequately? The mod scene. How likely is someone to upload a building of this type to Paradox Mods now or in the near future? Technical limitations. Will some part of it require a feature yet to be programmed into the game? Will it look wrong if that part has to be cut for technical reasons? We want to cast as wide of a net as possible, but naturally, we can’t do it all. Finding time for the project was difficult for our team. The amount of time you can commit to a project like this can change drastically, especially when it spans multiple years. Ultimately, we chose to focus on the smaller side first – the assets are geared more toward smaller cities. That’s not to say that you can’t build a metropolis, though. Quite the opposite. The assets included here fit in everywhere, from the countryside to the city center, and there should be enough of them to create a familiar Japanese city feel. We’ve just started from the bottom rather than the top. We aimed to create a complete experience from level 1 to a large city, covering as much as we reasonably could. Matching base game functionality was a high priority. The region pack process started years ago, so the features of the game were not final and subject to change.
